Campus Annual Security Report
This report is filed as required by the federal "Crime Awareness and Campus Security Act" (recently amended and re-named the Jeanne Cleary Act). The purpose of this report is to provide our students, staff, and faculty with accurate and timely campus safety information including crime statistics and procedures to be followed when reporting a crime. This report is available in a hard copy upon request. Any questions regarding this report should be directed to the Director of Campus Services or the Vice President of Student Services.

Crime Prevention Programs
Every effort is made by the College to maintain a safe and secure environment. This can occur if everyone makes safety a priority and takes his or her share of the responsibility for security for himself or herself and others on campus by reporting crimes and potential problems.
The college provides various educational programs and services that address crime prevention, drug and alcohol abuse, and personal safety. These programs are coordinated through the campus activities office. Information about these programs is available by calling this office at 425-739-8314.
Coordination of Law Enforcement Agencies
Through Campus Services, Lake Washington Technical College maintains an excellent working relationship with other law enforcement agencies in our area. During the academic year, the college benefits from off-duty Kirkland police officers (KPD) providing a significant level of security while classes are in session. These officers serve as a channel to the college to alert us about any neighborhood issues that may affect campus security, and they also provide a direct pipeline for information transfer to, and from, their headquarters. KPD officers on campus patrol in uniform, are fully armed, and have the power to make any arrest necessary. Because they carry a KPD radio at all times, they also have the ability to call in any needed police assistance as well.

The summaries of all on-campus incidents that are reported to Lake Washington Technical College are available for inspection at the Campus Services Department, E199G. These summaries are updated daily, Monday through Friday and on the first business day following a weekend or holiday.
Lake Washington Technical College maintains a section containing a complete listing of crime statistics, incident reports, and police activity, available on this site. The statistics are updated annually. A “Crime Alert and Prevention” section can also be found on the Lake Washington Technical College main and intranet Web pages. This serves as a means of notifying the campus community of any safety concerns or in the event of the need for a community notification of the occurrence of serious crime on campus that poses a threat to members of the community.

The general public is welcome to use resources of the College. However, at times, the general public's access to facilities or attendance at events may be restricted or prohibited.
Generally, the security of the campus is provided by a number of mechanisms:

maintaining locks or alarms on certain facilities.

establishing specific hours of operation.

restricting after hour access to persons with special college authorization.

controlling issuance of keys.

presence of telephones for emergency assistance.

provision of campus radios at various important locations on campus, and possession and use of radios by campus services, security, KPD, and others.

maintaining adequate line-of-sight through landscaping and building features.

providing adequate interior and exterior lighting.
Specific security provisions have been established for areas such as the library, administrative IT, high-risk computer facilities, laboratories, and maintenance areas.

Enforcement Authority
Kirkland Police Department officers have full arrest authority and are sworn to enforce all state, county, and municipal laws on the grounds of the College. The KPD encourages the prompt reporting of all crimes. Police officers are trained as victim advocates. They will assist victims of sexual assault in obtaining victim services to which they are entitled.
Victims of any assault are encouraged to obtain professional counseling services and police officers as well as college counselors will assist victims with referrals for those services.

Timely Notice Warning
Kirkland Police Department and Lake Washington Technical College will, upon receipt of information involving a potential threat to members of the College community, work cooperatively to ensure that the community receives that information which is necessary for them to make informed decisions regarding their personal safety and security.

Daily Log
The Lake Washington Technical College Security Department maintains, at the Campus Services offices, a daily log of crimes and incidents that occur on campus that are accessible to the public upon request. This information includes date, time, general location and a summary disposition of the event.
This daily log is available at the Campus Services office, E199G, during normal business hours, M-F, 7:00 a.m.- 4:30 p.m., except holidays. The Vice President of Student Services or his/her designee may classify information as “confidential” and prohibit its release.

Security & Access to Campus Facilities
Security is provided in the maintenance of the College’s facilities through a number of mechanisms. These include
- limitations on hours of operations
- policies on keys
- restrictions of access to those bearing proper identification as College staff or students
- the pre-approval of after-hours use of academic buildings
- the provision of adequate lighting
- and making available public phones at certain locations that may be used in emergencies to call for police assistance
Specific security mechanisms may vary with the type of College facility.

Campus Security Informational & Educational Programs
Lake Washington Technical College provides information to students and employees about campus security procedures and practices, and encourages them to be responsible for their own security and the security of others. The College also informs them about the prevention of crimes through the following programs and literature distributions:
- For college employees, the Public Folders/Safety Committee information contains crime prevention tips and resource information in many areas.
- For students, crime prevention information is available on this Web site, as listed in class schedules and the college catalog. Students may download the location of the campus pay phones, a disaster preparation handbook and a document on ways to reduce the risk of assault. Security alerts of concern to students will be posted on the ASG Web site (opens new window). Students should check that site frequently.
- Academic class presentations: KPD Officers present crime prevention information to academic classes and the college community.

Kirkland Police Department Crime Prevention Resources
The Kirkland Police Department is available to provide specific attention in the area of crime prevention. Educational and training programs are offered through the department to any group requesting such services, and can be arranged through the Neighborhood Resource Officer (NRO).
The NRO can assist with specific crime prevention related topics throughout the academic year, presenting to any group(s) requesting their services as arranged through the Campus Services Department or Student Activities. These topics can relate to personal safety, theft prevention, women’s safety, etc. KPD cooperates with other law enforcement agencies in the area to address crime prevention issues.

Alcohol and Illegal Drugs
Appropriate provisions regulate the possession, use and sale of alcoholic beverages in Federal/State laws, Chapter 495D of the Washington Administrative Code (opens new window) and campus policies.
Illegal drug possession, use or sale is prohibited in accordance with federal and state laws, including Chapter 495D of the Washington Administrative Code (opens new window). Kirkland Police Department officers have the authority to enforce laws concerning the possession, sale, or use of alcoholic beverages or illegal drugs through criminal arrest or civil citation. The Lake Washington Technical College Student Conduct Code (opens new window) may also apply to infractions of these laws.

Drug and alcohol prevention and assistance is available to students through the Student Development counselor located in the West Building, Room W207E.

Students, faculty, staff and administration support the board policy and the law in having a drug and alcohol-free campus. Drugs and alcohol are not permitted anywhere on campus. This includes the parking lots and in your car. Violation of this rule may result in immediate termination or suspension. Furthermore, anyone consuming, distributing, possessing or under the influence of controlled or illicit substances on the campus is subject to suspension, probation, termination, arrest, and prosecution.
The possession, sale, use, or distribution is specifically prohibited in the student conduct code WAC 495D-121-160 (13) (opens new window). Any involvement with drugs may also terminate your eligibility for the financial aid programs.

Sex Offense Prevention & Awareness
Lake Washington Technical College provides various educational programs that help to inform our college community on important issues such as sexual assault, domestic violence and suicide.
Lake Washington Technical College works with community partners such as Kirkland Police Department, CoHear, Harborview Sexual Assault and Traumatic Stress Center, King County Sexual Assault Resource Center, and The Crisis Clinic of King County to provide adequate and timely response to sexual assault and other critical incidents that involve our campus community.
Additionally Lake Washington Technical College’s Project CHILL (Choices for Health In Living Life), a division of staff development promotes health and wellness programs for the entire campus throughout the academic year.

Procedures When a Sex Offense Occurs
Following a sexual assault, victims are encouraged to get support and information immediately by reporting to the Kirkland Police Department (425) 828-1183 and the office of the Vice President of Student Services (425) 739-8102, or College Counseling at (425) 739-8100, ext. 501. Individuals at these offices can provide direction to emotional and counseling assistance, advise you about your rights, inform you how to preserve evidence, and discuss your informal and formal complaint options. They can also connect you to sensitive and specialized emergency medical treatment and evaluation services.
The police need all the clothing worn at the time of a sexual assault. Do not wash, shake or brush off the clothes. In addition, victims/survivors should not take a shower, bathe or douche since this will affect the physical exam and evidence obtained during the exam. The clothing will be returned after it has been completely analyzed and processed.
The following sections provide details on how and why to report to the Kirkland Police Department and information about services available from the Health Room or Counseling Services.

Notification of Law Enforcement in Cases of Sex Offenses
The College is concerned about sexual assaults occurring both on and off campus. In order to combat this serious problem, we request and urge any victim/survivor of a sexual assault or attempted assault to call 9911(on campus phone) OR 911 (off campus phone, e.g. cell phone) immediately. The call will be directed immediately to the local police department.

Remember making a report of sexual assault does not mean that victims/survivors must press charges. Although the police prefer that victims/survivors sign a complaint against the assailant, it is ultimately their decision and police will respect that decision. If a victim/survivor would like someone to accompany him or her when making a report or when having a physical exam they are welcome to do so.
The Kirkland Police Department has female officers available to interview female victims/survivors of sexual assault. The police realize negative feelings about reporting sexual assaults exist among women in the community. The only way this feeling can be eliminated is through positive, effective contact with qualified police personnel.
Victims/survivors of sexual assault often know their assailants; they may be friends, acquaintances or family members. Victims/survivors of these assaults may be more reluctant to report the incident and the police understand the reasons for their hesitation. However, the police believe there can be restitution for victims/survivors of acquaintance sexual assault and encourage reporting of all sexual assaults.

Resources & Counseling for Victims of Sex Offenses
CoHear, the registered nurse at the college Health Room, or College Counselor can assist with providing information about available off-campus resources for victims.
Delayed emotional reactions are common. Also, it is important to consult with a medical provider following a sexual assault for a physical exam and to discuss concerns regarding pregnancy and sexually transmitted infections.

Options for Changing Victim's Academic Following Alleged Sex Offense
Sexual assaults are covered in the College student misconduct code as part of WAC 495D-121 (opens new window). Following a report of an alleged sexual assault, the Vice President of Student Services will initiate the following process:
- The Vice President meets with the alleged victim to ensure the victim understands how to report the incident to the police.
- If the victim is willing, the Vice President or his/her representative will assist the victim in contacting the appropriate personnel.
- Once the victim’s safety and needs are attended to, the Vice President will review the disciplinary process, discuss informal options and connect them to other support services.
- If the alleged assailant is a student, the Vice President will schedule a second appointment with the alleged victim to describe the student discipline process in detail and answer questions.
- If the alleged victim is willing to have the College consider disciplinary action against the student assailant(s), the Vice President conducts an investigation in accordance with the Student Conduct Code, WAC 495D-121 (opens new window).
